A Service Structure around developing high dependency making models and case management are 1990s conceptual framework. The BBV & STI Support Services should be presented for clients as a clear & Transparently evaluated list of available (REAL not PR) services.
Transparency, Accountability, Meaningful Complaints Mechanisms and Zero Tolerance for breaches of informed consent not only prevent personal liability claims but they demonstrate a "beyond a reasonable doubt" level empathy by providing help that grassroots people need and tax payers fund.
